Historical comparison of policy impact on Medicare

Interesting policy brief from Kaiser Family foundation comparing the size (in terms of percent of medicare spending) proposed medicare cuts to past changes. A lot smaller than the Balanced Budget Act of 1997....and in that case cuts went straight to deficit reduction. You do remember we had a budget surplus in 1999 and 2000 don't you? Seems a long time ago.....
